Citizens NPC Patch + Plugin Updates

→ Fixed NPC interaction permissions in Citizens saves.yml.

⚠️ Installation
Stop your server, then replace saves.yml in your /plugins/Citizens/ directory and update the included plugin JARs. Restart your server once all files are in place.

→ Added enchantments and adjusted item quantities for all crates (Vote, Aurora, Necromancer, Mydas).
